Oil filled radiators work unlike anything you have seen up to date. They use a special type of oil that was made to conserve heat. With the oil doing most of the work, the heater is then able to circulate it through the radiator to heat all of the coils and fins that are inside of it. With the help of convection, the fins and coils of the radiator are then able to heat up the rest of the room. The radiator does not use a fan to keep the cycle of air moving through it. Instead, it just uses physics. Hot air rises and cold air sinks, and when the hot air raises from the radiator it pushes cold air down in its place to repeat the cycle. This is the main reason why oil filled radiators are so silent. The oil is not burned but heated, which negates the need to refill or replace the oil.

What makes oil filled radiators and electric towel rails so special, is that both are advanced enough that very little effort or attention needs to be show to them. That is what technological advancements are all about after all, the ability to move forward without raising anything but a finger to press the on switch.
