RSS allows you to see when sites from all over the internet have added new content.Then you need "news reader", a piece of software that

checks RSS feeds and lets you read any new articles that have been added to them.That helps control the flow of information that you receive because the types of feeds that you could get depends on your choice

RSS also known as rich site summary or really simple syndication

is constituted of markup language called XML or Extensible Markup language that uses tags to identify fields.

XML can be easily parsed to dynamically create web pages that contain updated headlines and summaries and automatically generate fresh content of interest.

the way you do this is by using a news aggregator , there are may of them on the web and many of them are free.

If you run your own website, you can use RSS feeds to display the latest headlines,many websites benefit from the use of RSS to automate content delivery.Search engines like fresh content so RSS will help promote your site.

Future browsers will have support for RSS built into it such as IE 7, Safari,Firefox, Opera and other browsers.Windows Vista, set for release at the end of next year, has a built-in RSS data store.

Bill Gates declared that, "Windows Vista has actually built a platform around RSS."

Windows will gain a Web Feeds , enabling any application to read and display the user's

subscribed RSS feeds, and receive notification when there are changes.
