Does an inmate have the right to buy Phoenix bail bonds?

So, again Phoenix bail bonds aren't being denied. However, if the court refuses the opportunity to allow the defendant to obtain a Phoenix bail bond then the defendant should consider hiring an attorney and appear for a bail hearing.
