When you are importing into Australia, you are likely to come across a number of unfamiliar terms. However, there are different types of Self Assessed Clearance or SAC declarations that you need to understand to avoid delays and penalties. Fortunately, customs brokers are able to provide you with an explanation of the different declarations and when they should be used.
Cargo Reports:
According to leading customs broker in Perth, cargo reports are one of the most common SAC declarations. This is filed on behalf of the importer by a cargo reporter. If the imported goods are subject to quarantine conditions, it can be lodged in the cargo report. The goods can be directed to the AQIS (Australian Quarantine and Inspection Service) based on this profile, goods description, and client details. This type of report eliminates the need for the importer to make separate declarations for the quarantine status.
When making a report, it must be agreed that the imported goods meet certain statements. For example, the goods must not be tobacco or alcohol, should not exceed a value of AUS$1000 and must not violate any Commonwealth law restrictions.
Short Form Declarations:
When importing into Australia, you can use a short form declaration to Customs. This type of SAC cannot be licensed custom agents. Perth cargo reporters or freight forwarders can lodge this declaration on your behalf. This declaration can be used to inform the AQIS about quarantine issues and considerations, but it can also be used for restricted goods, such as tobacco or those subject to Commonwealth law restrictions or conditions.
Full Declaration:
This type of declaration is needed in special circumstances when despite the value of the goods being within the threshold, there are still service tax, duty or other taxes which need to be paid. In this type of case, the importer will need to be ICS registered. This declaration is also used when a licensed broker needs to give packing specifications and ensure inspection compliance. In other circumstances, the full declaration is optional.
